Elmandria Art Community - Update

There has been quite a bit of work done on the art community the last two months. Now that I use svn, I can actually provide more detailed changelogs. In addition to what I list there, I have modified the configuration of the web server so that it doesn't need to restart when log rotation happens.
In the near future, I'll keep focusing on the account handling pages.

In addition, I am now opening the art community for limited testing by people I know. If you wish to help, feel free to leave a comment to this post and I will recontact you by email.

Changed string handling to take tags better into account.
The tag is now part of the string identifier, so that the tag doesn't need to be assigned when the string is defined. 
It will also allow at a later stage to find tags that are missing or loaded without need.
